Position: Consultant Project Inspector
Location: near Gallup, NM. Project site is located on the Mt. Taylor Ranger District of the Cibola National Forest.
Appointment Type: private contractor; full-time permanent seasonal. Length of season dependent on contractor operations.
Resource: forest thinning for ecological resiliency and restoration of forest form and function.
Employer: contracted through National Wild Turkey Federation (NWTF); report to NWTF Project Manager.
Salary: include bid for contract rate in response to job listing.

Description of Work
Under the Zuni Mountain Stewardship Agreement (“Agreement”), the incumbent will perform inspections of active forest thinning (“logging”) sites to provide project supervision and ensure compliance with forest product utilization standards, best management practices, and forest resource requirements.
As a subcontractor to the United States Forest Service (USFS), the duties of the Inspector include but are not limited to:
(i) locate landings and temporary road locations; identify skid trail networks; verify and ensure protection of sensitive areas such as archaeological sites, stream crossings, wetlands, sensitive soils, wildlife restricted areas;
(ii) monitor contractor progress, forest products utilization, and quality of work of each logging site to ensure contract compliance and that performance meets standards;
(iii) Produce daily inspection records to be provided to NWTF and archived;
(iv) provide daily notice of any problems or issues associated with the contract to the NWTF Project Manager;
(v) perform all inspections in accordance with all sections of NWTF Zuni Mountains Stewardship Agreement as well as all USDA Forest Service specifications;
(vi) Notify the USFS host unit on a monthly basis of completed work that is ready for their final inspection.
Requirements
Qualifications:
An understanding of operational logging procedures is necessary. This understanding may include but is not limited to:
Conduct of logging, control of operations, skidding and yarding, landing operations, stump and slash treatment, forest product utilization standards and product identification, silvicultural plan implementation (including Designation by Prescription or Description and Leave or Cut Tree Marking), protection of residual stand, fire precautions, equipment cleaning and transportation, storage and handling of fuel and hazardous substances, road use, maintenance, and closure, and required signage and other safety measures.
Experience identifying resource concerns on the ground is highly desirable. These resource concerns include but are not limited to:
Protection of streamcourses, meadows, and wetlands, erosion control, protection of manmade improvements and recreation resources, cultural or archaeological resource protection, wildlife and TES species protection, and forest product accountability.
Knowledge of fixed-radius plot and variable-radius plot stand inventory procedures is preferred.
Ability to communicate via email, mobile phone, and text messaging is critical.
Transportation: the incumbent must have access to reliable transportation in a high clearance vehicle which is necessary to routinely enter the project area.
Commitment: the Inspector will initially be required to be on-site several consecutive days to ensure understanding of (i) restrictions and compliance issues in the Agreement and (ii) the roles and responsibilities of various partners on the project.
Once the project is operational, the site will require inspection visits by the Inspector three times (3x) per week on average, depending on the location of work and the Inspector’s rate of completion.
Reporting: Inspector will provide weekly timesheet reports to NWTF Project Manager and USFS Contracting Officer Representative (COR) concerning the week's project work activity.
Insurance Requirement: as a subcontractor to the NWTF, the Inspector will be required to maintain comprehensive General Liability insurance coverage in the amount of, not less than, one million ($1,000,000) per occurrence and, not less than, two million ($2,000,000) aggregate, Said policy will include the NWTF listed as additional or secondary insured. The certificate of insurance (COI) must also provide that subcontractor waves right of subrogation. NWTF requires statutory workers compensation insurance and automobile liability insurance with the limits of, at a minimum, one million ($1,000,000) for bodily injury and property damage.
